An encumbrance certificate confirms there's no outstanding loan or legal claim tied to the property. Ask for one covering at least the last 13 years, not just the last transaction.
Registration is what makes the sale legally binding, not the sale agreement alone. Until a property is registered in your name at the local sub-registrar, the transaction isn't complete in the eyes of the law.
